Required Documentation for 7 Different Non Network Licenses

Non-network license is a type of business permit issued by the Wireless Planning and Coordination wing to non-network service providers like cable TV operators, importers and more.

With this license, the service provider can re-transmit or use existing network wavebands and use pre-allocated frequency bands. There are seven types of network licenses and this article lists them and provides their required documents.  

Non-network service providers are those who are either engaged with the import or use of wireless products in India. In order to use these nuanced products, these providers must obtain the requisite authorization from Wireless Planning and Coordination wing known as the Non-network licenses.  

Presently, as per the DOT norms, 7 types of Non-network licenses exist. Here is the list of all of them and the required documents one needs to procure the licenses. 

Radio Paging (Captive) License

Radio Paging is the facility to transmit textual information through mobile. To obtain a Non-network certificate to provide this service, known as the Radio Paging captive license, the documents required are as follows:

  1. Duly filled application form in the prescribed format: The form is downloadable from the official website of the Wireless Planning and Coordination wing.
  2. Decision letter’s copy: A decision letter signed by the members of the board of the applicant company approving the application filing for Radio Paging (Captive) license.
  3. Equipment Invoice: Invoice of the equipment the applicant is using to provide radio paging services
  4. SACFA Clearance certificate: This document is only necessary if the applicant’s hub station requires it.
  5. Payment receipt of License fee: Along with the license fee payment receipt, the applicant must also provide a receipt of the royalty, if applicable.

Maritime Mobile Station License

Maritime Mobile station is a unit that facilitates emergency wireless transmission services on ships. To establish it, the permit one needs is a Maritime Mobile Station license. Here is the checklist of the documents mandatory to acquire it:

  1. Duly filled application form in the prescribed format. Applicants can download it from the official WPC website.
  2. If the applicant needs an STP (short term permit) License, he must provide a copy of Ship Registration from the Mercantile Department. it should contain details such as DG shipping name, call sign, and the official number of the vessel.
  3. If the applicant is looking for a regular license, a Copy of the certificate of Indian Registry must be provided.
  4. SBI demand draft of INR 5,000/-
  5. Printout of the online application form.

Aeronautical Mobile Station License

Aeronautical Mobile Station is a unit that facilitates wireless emergency transmission services on aircraft. Establishing it requires the procurement of the permit known as the Aeronautical Mobile Station License. Here is the checklist of documents needed to obtain this certificate.

Duly filled 

  1. application form in the prescribed format. It’s downloadable from the WPC’s official website.
  2. DGCA Aircraft Certificate.
  3. Certificate of aircraft’s inspection from the Aircraft Maintenance engineer.
  4. Non- Network certificate fees of INR 5,000/-
  5. Printout of the filled application form

Import License

An import license is permission to import wireless products in India. This type of certificate is issued only if the applicants meet the non-network certificate eligibility criteria.

Documents required by the licensed users of the wireless products.

  1. Duly filled application form downloaded from the WPC official website
  2. Print out the online application form
  3. Copy of the signed purchase order from the end-user who holds the Decision letter or the frequency year marketing license
  4. Signed Invoice’s copy from the supplier to the end uses
  5. Copy of the decision letter or frequency year marking letter obtained from the Wireless Planning and Coordination wing.
  6. Technical specification of the equipment containing information about the frequency band, power consumption that matches with the decision letter.
  7. The high sea sales agreement between the service provider and its Indian subsidiary is the purchase is through the high seas.
  8. Demand Draft of INR 500
  9. Details of the equipment imported last year and the information about its utilization.
  10. Security clearance for the purchase orders
  11. Equipment Type Approval issued by WPC for the import of GSN/CDMA equipment.

Documents required by the DPL License holders:

  1. Duly filled application form
  2. Printout of the application filed for import
  3. Copy of the signed purchase order from the end-user to the DPL holder
  4. A copy of the signed purchase order from the DPL holder to the foreign supplier.
  5. Copy of the signed invoice from the supplier to the DPL holder.
  6. Copy of the decision letter or earmarking letter issued by WPC.
  7. Technical specification about the wireless product detailing its frequency band and power consumption.
  8. SBI Demand Draft
  9. Details of the equipment imported last year and the information about its utilization.
  10. Copy of the Dealer Possession license.
  11. Sample of the equipment the dealer is proposing to import.

Document to import de-licensed band products

  1. Duly filled application form in the format prescribed by WPC
  2. Printout of the online application filed to import the product.
  3. Copy of the signed purchase order that the applicant issued to the foreign supplier
  4. A copy of the signed invoice to the applicant by the supplier.
  5. Technical specification about the wireless product detailing its frequency band and power consumption.
  6. Copy of Equipment Type approval

Short Range UHF hand-held Radio License

This license permits the licensee to utilize short-range Ultra high-frequency hand-held radio to provide services”

  1. Copy of the decision letter to use the Short Range UHF hand-held radio license.
  2. Decision letter copy
  3. Invoice of the equipment drafted by the DPL holder

Experimental License

Experimental License empowers the licensee to experiment on wireless products for various reasons. Two types of an experimental licenses exist, both issued for different purposes.

For general purposes, the 

documents necessary are as follows:

  1. Copy of the duly filled application form for the experimental license
  2. Brief description of the experiment that the applicant is proposing.
  3. Technical literature of the wireless equipment to be used during experimentation.
  4. Print out of the online application filed for experimental license.

For security and maintenance purposes, the documents required are:

  1. Copy of the duly filled application form for the experimental license
  2. Technical literature of the wireless equipment to be used during experimentation.
  3. Print out of the online application filed for experimental license.

After fulfilling these requirements, the applicant is required to submit the below-mentioned documents to obtain the Experimental license:

  1. Payment receipt of the license fee
  2. Copy of the decision letter
  3. Equipment’s in-voice
  4. Copy of SACFA clearance

Demonstration License

A demonstration license is issued to Possession license holders who wish to demonstrate a wireless product for the purpose of sale or exhibition. The documents required are as follows:

  1. Duly filled application form.
  2. Description of the demonstrative activity and its date and place.
  3. Technical literature of the wireless product to be demonstrated.
