The local markets are focussed by Tier 3 ISPs and they are the ISPs responsible for providing internet access to the end users directly. 

Tier 1 ISP providers have a direct connection to all other Tier 1 ISPs. They do not pay transit fees to anyone to reach any destination in the Internet Region but invest heavily in setting up the infrastructure. Generally, they are considered to be more expensive. However, they’re also more reliable.
