The Legal Metrology Department (J&K) sealed 30 illegal petrol pumps across Kashmir on 16th January, 2025, after inspections were carried out in 7 districts of Kashmir i.e., Budgam, Bandipora, Baramulla, Pulwama, Shopian, Srinagar, and Anantnag. The petrol pumps were found to be violating the Legal Metrology Act (LMA) 2009.
According to an official, the inspections revealed widespread violations, including the use of unverified nozzles, tampering with measuring devices, and operation of outlets without authorization from the Petroleum and Safety Organisation (PESO).
The law regulating the instruments of weight and measure in India is called the Legal Metrology Act 2009. The petrol pumps must ensure that their measuring devices are functioning properly.
If they are found to be providing wrong measurements, then the same is considered a violation of the Legal Metrology Act, 2009.
All the distributors, manufacturers, and repairers of petrol pumps must ensure they possess a valid Legal Metrology License. Further, they must ensure their compliance with all the provisions of the Legal Metrology Act 2009.
In case of non-compliance, they can be fined by the Legal Metrology Department. In some cases, their license can also be revoked.
All petrol pumps in India require a PESO license. It is issued by the Petroleum and Safety Organisation (PESO). The PESO license ensures the safety of hazardous substances like petroleum, explosives, and compressed gases.
Since the petrol pumps recently sealed in Kashmir did not possess a valid PESO license, they were carrying out operations illegally.
Ms. Anuradha Gupta, Controller of Legal Metrology (J&K), explained, “Our primary concern is the safety and rights of consumers. Petrol pumps violating legal standards will face strict action. Teams have been constituted to check violations, and violators will face appropriate legal consequences.”
She continued, “These illegal petrol pumps not only violate legal standards but also pose significant risks to public safety by failing to adhere to necessary safety protocols. We are committed to taking swift action to ensure compliance and protect the interests of the people.”
Every illegal dispensing facility found during the inspections was sealed, and the owners and operators have been charged. The legal actions are in progress under regular provisions of the Petroleum Rules and the Legal Metrology Act.
To ensure compliance with the Legal Metrology Act and its provisions, all manufacturers, sellers, and repairers of petrol pumps must possess a valid legal metrology license. Further, all petrol pump businesses must have a valid PESO license to ensure compliance with the rules and regulations of the Petroleum and Safety Organisation.
