About Financial Assistance Scheme
The Financial Assistance Scheme is a scheme launched by APEDA. It aims to promote exports of agricultural and processed food products by offering financial assistance to APEDA-registered exporters. It covers development of infrastructure, market and quality of agriculture and food products.
The scheme has been open and implemented for the period of 2021-22 to 2025-26. The members who are not registered with APEDA are not eligible to apply for assistance under the scheme. Hence, to avail the benefits of the scheme, exporters must first get APEDA registration.
Objectives of Financial Assistance Scheme
The FAS scheme of APEDA has the following objectives:

To support the export of agricultural products by providing assistance to exporters, with financial support ranging from 40% to 90% of the total cost, subject to specified ceilings.

To minimize post-harvest losses and ensure the production of high-quality agricultural products. This is achieved by supporting the development of infrastructure for post-harvest handling, including pack houses, pre-cooling units, cold storage facilities, and refrigerated transportation.

To improve the quality of agricultural products and ensure compliance with the standards of importing countries. This includes providing assistance for initiatives that enhance quality, such as implementing measures to prevent pests and diseases, and adhering to Sanitary and Phytosanitary requirements.

Eligibility of FAS Scheme
Exporters must ensure they fulfill the following requirements to ensure they are eligible for FAS scheme:

The exporters must be registered with APEDA.

Other organizations such as Central/State agencies, FPOs, etc. can also enroll in the FAS scheme.

Assistance is applicable to all the scheduled products in APEDA lists.

If the exporters belong to North-Eastern states, Himalayan and landlocked states, Island UTs, SC/ST and women beneficiaries, the assistance will be up to 75% for all the activities. However, overall financial ceiling limits in all cases will be the same.

The exporter must state in a declaration that no financial assistance has been availed by them from any state or center agency. In case the application is submitted to other state or center agencies as well, then its details must be submitted in an online application.

The application must be complete and as per APEDA guidelines. If it is found to be incomplete, or the pre-inspection report is unsatisfactory and not as per guidelines prescribed, the application will be rejected.
