SIMS Registration

SIMS full form is Steel Import Monitoring System. It was launched as a platform by the Ministry of Commerce and Industry, Government of India. As part of the 17/2015-2020 Notification dated September 5, 2019, the government changed the import policy of iron and steel in ITC (HS) Chapter No. 72, 73, and 86 from "Free" to "Free subject to compulsory registration under Steel Import Monitoring System (SIMS)" in order to implement the Steel Import Monitoring System (SIMS). The facility of SIMS registration online became available for steel importers with effect from 16th September 2019.

Using SIMS, the steel importers can track and monitor their steel imports. Additionally, it allows the Government to receive details related to steel imports, including information on imported steel products, their origin countries, quantities, CIF values, and more. SIMS Online Registration

SIMS is a digital platform launched by the Indian Government to effectively monitor and regulate the import of steel products into India. Businesses that are engaged in importing steel goods which are classified under chapter 72, 73 and 86 of ITC (HS) 2017 Schedule-1 must get SIMS registration online.

The steel importers are required to register their steel-import related details in the online database of SIMS before shipping the products to India. The steel-import details to be registered on SIMS include the name of the importer, the steel’s country of origin, the quantity of steel to be imported, and the entry port. Importers are required to register online on SIMS portal at least 60 days before the expected arrival of the steel and no later than 15 days before.

  • It curbs unfair trade practices such as entry of prohibited goods by misdeclaration, and dumping of iron & steel products in the Indian market by way of under-invoicing.

Documents required for SIMS Registration

SIMS Registration Process

Before applying for SIMS registration, it is necessary to obtain IEC code from DGFT. Once IEC code has been issued, the registration process for obtaining SIMS certificate for import is done in the following manner:

Online Registration on SIMS Portal

Importers must visit the DGFT SIMS 2.0 portal and create an account there by clicking on ‘Register as Importer’. All the required details IEC name, IEC code, Mobile number and e-mail must be provided. Once the account has been created, the importer must login with the credentials provided.

Submission of Steel Product Details

Now, the importers must submit detailed information regarding their imported steel products, such as, quantity of steel, value of steel and its country of origin. After all the details are filled, the importer must make a payment.

Monitoring & Compliance

After the importers of steel have registered on the SIMS 2.0 successfully, they are subject to monitoring and compliance checks to ensure compliance with the regulations.
