To obtain the manufacturer license, the following documents must be submitted along with the legal metrology application:
Applicant’s Photograph, Identity proof, and Address.
Proof of Applicant’s D.O.B.
Registration document of shop/establishment/municipal trade license.
Copy of GST Registration.
Copy of PAN.
Ownership or tenancy document of the firm’s proposed premises.
Partnership deed in case of partnership firms.
Affidavit stating that the applicant would abide by the legal provisions and the directions rolled out by the Controller.
Affidavit stating that applicant had neither been punished by any Court nor has any criminal proceeding pending in any Court.

If you want to obtain the packer or manufacturer license, then at the time of filing an application, you must submit the documents listed below:
Certificate of Incorporation
Packing material, Slip, Sticker and Label being pasted on the packages.
MoA and AoA
Partnership deed in case of partnership firm
Passport size photograph of partners and directors.
Proof of legal title of the premises
Copy of the sale deed/allotment letter or property tax receipt
Proof of Address of Directors including voter ID card, passport, etc.
GST Registration Certificate
To obtain LMPC certification, the following documents are required:
Import and Export Code (IEC) issued by DGFTCopy of the business tax registration.
PAN and AADHAR of the promoters.
Business Address proof.
List stating names of products to be covered under the License.
Samples of the package of such products.
Copy of the local municipal license.

Q1. Who is the Competent Authority for granting Legal Metrology License?
A. For granting the Legal Metrology License, the Controller is the Competent Authority. For obtaining this license, the applicant can submit his application to the Zonal Officer of the concerned district.
Q2. What is Pre-Packed Commodity?
A. Any commodity which is placed in a package without the presence of the purchaser, is of whatever nature so that the product’s quantity contained therein has a predetermined value which cannot be altered unless the package is opened, is a pre-packed commodity.
Q3. Can an individual sell or use unstamped weights and measures?
A. No. Selling, offering, exposing or possessing weights and measures for sale or using or keeping them for use in any transaction or for industrial production or protection is not allowed unless such weights and measures have been verified and stamped by a licensed manufacturer/dealer of weights & measures.
Q4. Is it compulsory to obtain the license for manufacturers/repairers/dealers of any weights and measures?
A. Yes, rule 11 of the Delhi Legal Metrology (Enforcement) Rules, 2011, makes it mandatory for the manufacturers, repairers and dealers to hold a valid Legal Metrology License before they can manufacture, repair and sell any weight or measure, respectively.

A. No, it is an offense to overcharge and the dealer can be prosecuted for it.
