Following is a general process to obtain a Non-Network License:

• Obtain the Network License. 

The need for documentation and application process differ in different kinds of non-Network licenses. Let us take a look at them one by one:

Radio Paging (Captive) License

• For this non-network license, the application in the prescribed proforma must be downloaded from the official WPC portal.
• The area of operation of this radio-paging license holder must be in the jurisdiction of the respective RLO.
• Print the online application form.

 After fulfilling the above conditions, WPC issues a Decision letter to the applicant. Then the license is issued to the applicant after submission of the following documents:

• Copy of the decision letter
• Payment of License fee
• In-voice of the equipment
• Copy of SACFA clearance required for a hub station

Maritime Mobile Station License

• Fill out the license application in the prescribed format by downloading it from the WPC web portal.
• Attach the following documents with the application:
  • Copy of Ship Registration from Mercantile Marine Department,
  • DG shipping issuing name
  • Call sign
  • Official number to the vessel (of STP)
  • Copy of the certificate of Indian registry (of Regular license)
  • Certification of Inspection from licensed personnel in the format by DPL holder
  • SBI demand draft of  Rs.5000/- per vessel/ship
  • Print the online application filed under the "Maritime Mobile Station License" license type.

Note: A Short Term Permit (STP) is issued in case the information furnished by the ship owner is incomplete.

Aeronautical Mobile Station License

• The application for the Aeronautical Mobile Station license must be forwarded by DGCA.
• File the license application in the prescribed format.
• Documents to be attached with the license application:
  • Registration certificate of aircraft from DGCA
  • Certification of Inspection from Aircraft Maintenance Engineer (AME) along with his license number with date and place of Inspection
  • SBI demand draft of  Rs.5000/- per aircraft
  • Print out the online application filed under "Aero Mobile Station License" license type.

 Note: A Short Term Permit (STP) is issued for 3 months in case of the information furnished by the applicant is incomplete.

Import License

The applicant, in every case, is supposed to submit the following:

• Duly filled application form downloaded from www.wpc.dot.gov.in
• Printout of the online application filed for import license
• Technical literature/specification of the equipment regarding the frequency band, power etc.
• SBI Demand Draft of Rs.500/- per application
• A separate application for every port of import 

1.   Import by Licensed Users: Documentation

• Copy of Signed Purchase order from the end-user holding Decision Letter/frequency earmarking letter.
• Copy of signed Invoice from the supplier to the end-user
• Copy of decision letter/frequency earmarking letter issued by WPC
• High sea sales Agreement between the service provider and Indian subsidiary in case the purchase is through high sea sales
• Details of equipment imported earlier during the last year along with the utilization.
• Security clearance for the purchase orders

·         In case of import of GSM/CDMA wireless equipment, Equipment Type Approval issued by WPC or necessary documents confirming the equipment to ITU/TEC/3GPP/3GPP-2/ETSI/IETF/ANSI/EIA/TIA/IS etc. must be submitted. 

2.   Import by Dealer Possession License (DPL) holder

• Copy of Signed Purchase order from the end-user holding Decision Letter/frequency earmarking letter to DPL holder
• Copy of Signed Purchase order from DPL holder to foreign supplier
• Copy of signed Invoice from the supplier to the DPL holder
• Copy of decision letter/frequency earmarking letter issued by WPC  to the end-user
• Details of equipment imported earlier during the last year along with the utilization.
• Copy of valid Dealer Possession License
• List of equipment in the DPL containing the equipment proposed for import. 

3.   Import of De-licensed band equipment

• Copy of Signed Purchase order from the applicant to foreign supplier
• Copy of signed Invoice from the supplier to the applicant
• Copy of ETA of the wireless equipment proposed for import, which are operating 2.4GHz/5GHz bands

Short Range UHF handheld Radio License

• Duly filled application form and signed by authorized signatory along with properly filled and signed Annexure-A and Annexure-B downloaded from the WPC portal.
• One application for each location
• Assignments must be considered only for city-specific or area-specific usage, not on an all-India basis.
• No fixed station is permitted.
• In case the application is for additional stations, the original license must be valid.
• Printout of an online application filed under "Short Range UHF Hand Held Radio" license type.

 After successfully submitting the application with the aforementioned documents, the WPC will issue the Decision letter. After which, the required license will be issued to the applicant after fulfillment of the following:

• Payment of license processing fee
• Copy of decision letter
• In-voice of equipment from authorized DPL holder whose DPL is valid.
• The purchased equipment must be in compliance with technical parameters given in the decision letter

Experimental License

• Duly filled experimental license application form.
• Brief description of the experimentation with the setup diagram
• Technical specification of the equipment used in the experiment.
• Printout of the online application filed under" experimental radiating" in case radiating case otherwise "experimental non-radiating."
• An application containing the above in quadruplicate with filled Annexure-A & B in all respects
• A valid DPL/NDPL of the applicant, otherwise, has to apply for the same.

After submitting the application, the WPC will issue the Decision letter, following which the Experimental license will be issued post the submission of the following:

• Payment of the license processing fee.
• Copy of decision letter
• In-voice of the equipment
• Copy of SACFA clearance wherever applicable

Demonstration License

• Duly filled demonstration license application form.
• Brief description of the activity to be undertaken, date and place of demonstration, and the setup diagram.
• Technical literature of the equipment used in the demonstration.
• Printout of the online application filed under" demonstration."
• Application containing the above in quadruplicate with filled Annexure-A & B in all respects
• A valid DPL/NDPL of the applicant, otherwise, has to apply for the same.
